Union Budget 2025-26: Himachal Pradesh and Punjab CM give a thumbs down

The Chief Ministers of the Congress-ruled Himachal Pradesh and the Aam Aadmi Party (AAP)-ruled Punjab on Saturday described the Union Budget 2025-26 as disappointing, stating that it ignores the welfare of these States.

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, in Shimla, said the budget is “inequitable” as a major part of it focuses on Bihar. “The budget has once again failed to address the pressing issues that plague our country, particularly unemployment, poverty, and rising prices. The apple growers of the State, who contribute significantly to the State’s economy, are facing severe financial constraints. It doesn’t increase the import duties on Apples, which would have provided much-needed relief. This budget offers no measures to alleviate their struggles or ,” he said.

He said that the cessation of GST compensation has put Himachal Pradesh in a precarious financial position, resulting in an annual loss that the State can ill afford. “A special financial package is urgently needed to mitigate this loss and support our State’s fiscal stability. The absence of such a package in the budget is a significant setback,” he added.

‘Opportunistic budget’

Punjab Chief Minister Bhagwant Mann said the Centre has adopted a step-motherly treatment towards Punjab, which is evident from the Budget. “Punjab has once again been ignored in the budget presented by the Central government. There’s nothing for the farmers and youth of Punjab. Punjab has not been given anything that can improve its economic condition and future. It’s only an election budget, focusing on Bihar. The Central government has yet again given Punjab and Punjabis a step-motherly treatment in the budget,” he said on ‘X’.

Haryana, where the BJP is in power, Chief Minister Nayab Singh Saini said the budget has been designed to benefit all sections of society, and Haryana will also receive substantial benefits from the budget’s provisions, which will aid in the state’s continued progress and development.
